What's he telling me when he gives me this look?

There's a guy I've been friends with for a while and I've often caught him staring at me with his puppy eyes. He doesn't say anything to me or ask for anything when he does this. He's just there with his puppy eyes and slightly pouty lip. What does this mean?

I have a clear feeling he wants out of the friend zone and into a far more intimate one- but is simply unsure how to proceed.

If you like him and would welcome that- suggest going out on a "real date" or something... or better yet, when the moment seems right, just lean in and kiss the guy. That will do the trick.

If you just want to stay friends...clarify the point clearly to him. You value your friendship, yadayada... you decide what to say.

He might be just thinking but the way you described, being so specific, I guess you already know the answer. By what I can see, you're asking if you should move or not. If you want to give it a go, do it. don't even ask nor even blink.

Maybe he feels sorry for you or sorry for himself or sorry for a puppy but he is unable to express or doesn't want to express or regrets having those moments where you cannot ask him or be close enough to permit him to be there without a FORLORNED expression either way.

Nothing externally useful. It's far too exaggerated. You can ask him but I guarantee you it's an internal issue that has something to do with along the lines of "I LOVE YOU MY SWEET BUT I AM NOT MAN ENOUGH TO HAVE YOU!" or some other assorted popcorn nonsense. You can also just let him stare at you until his face shifts to one of a more daring and composed look which can be read externally.
