My ex college crush constantly turns around to stare at me during lectures. He found out that I was obsessed with him and stalked him 3 years ago through a mutual friend.
Sometimes he makes it obvious and stares for 10 seconds, other times He tries to watch me when he thinks I‘m not looking and quickly looks away when I catch him.
I don’t like him anymore but his manipulative behaviour annoys me.
I feel like He is trying to Make fun of my feelings or that he tries to intimidate me. What do you think?

Yes, I saw him a few times in my neighborhood. However his friend lives near me so it could be coincidence
Also, I used to Stalk him 3 years ago and stopped for Good. wouldn't it be Petty of him to still try to scare me?
I don't know but I think you could go to the police so they force him to keep away from you if you feel threatened
