Why does my guy friend touch my leg?

So I had this classmate, years ago, he would always say flirty things to me when we tallked online. But I noticed he was also flirty and touchy with other girls around me, so I thought it was just his personality. that's why I didn't react on his flirting and he stopped after a while after making a comment about my lack of flirting. Now, years later we became friends through a mutual friend. And the last two times we hanged out he started to touch my knee and leg. The first time he like put his hand on my knee for two seconds then started to pet it and he used it so he could get up, cause I had to leave and he would walk a little with me. The second time he just randomly putted his hand on my knee ( he was like sitting in front of me, so his fingers were pointing up my thighs), I started to rock back and forward in my chair, but instead of removing his hand he started to rock his hand with me. It was going a bit up and down my thigh, it went slightly above my knee and back. He let his hand for quite a long time, more than 5 seconds at least. I stopped rocking the chair and he removed his hand. I didn't see him doing this to his guy friends or my other friend. And I was wondering what does this mean? Does he like me? Or what?
