I ask because my guy friend, who we have become sex buddies. Before me leavin his place, and after a hug. We just stood there. He smiled, grabbed my face, pulled me in and kiss me on my forehead and he held it there for a minute or so. He was sort of buzzed/drunk and trying to get sober.

The answer is a big "NO". These are sexual terms, they refer to sexual things and forehead kisses are not related or connected to any sexual.

I can only speak for me but I think it is more of a gesture of endearment, however the exception may be if you are seated, like on a couch and he is walking passed you from behind the couch and you look up without turning around (kinda upside down), there is no way to make a conclusion as it’s just an area readily available. However if the lips are passed up and then a forehead kiss is preferred it may be a sign he wants to slow down the romance a bit and speed up the friendship but that doesn’t necessarily mean it’s a bad thing, could mean the opposite
