How long have you been with this guy? If it's been a while and you've been spending a good bit of time together, I think he likely does mean it. A guy that's in a serious relationship probably wouldn't say that if he didn't mean it.

If you just met him recently though, then I think it's probably more likely that he's just saying that to try to get you in bed with him.

Words are cheap. He may, or may not mean it. Go by his actions, over a long period of time. Any guy can fake it for a length of time, not many can fake it over a long period of time.
