If we consider the nature of packages, they need packaging. If they don't have the packaging, they will unravel and spill their contents.

A package is designed to be delivered to a location. This requires a lot of resources. The resources can only come from things that exist so they're all natural resources. We human beings are also natural resources. So too are Klingons.

The journey used for delivering a package to a destination can be perilous. Sometimes people even die on the way and some have even been decapitated. I will spare you the aftermath photos since they're very traumatizing. It begs the question though if such a thing happens if people still get the package or not.

Anyway, when a package is delivered to the wrong address, this creates a lot of problems because the person at the wrong address doesn't even want the package. Or so they think. But suppose inside the package is a bunch of hundred-dollar billings amounting to $100,000. They would probably want the package, even though it was delivered to the wrong address, regardless.

But they can't see what's inside because of the packaging and the likelihood of what's inside the package being so amazing is very slim. Also, there are terrorists who put things like anthrax in these packages. So the safe bet is to refuse the package.
