I doubt there's any real way to get a definitive answer to that question, so it's impossible to know.
I know a number of both men, and women, who have cheated. They just cheat for different reasons. If I had to guess, I would say it's probably about 50/50.

According to the internet, men (20%) with women coming in at (13%)
Why? SELFISHNESS! If I had to guess why? Simple biology. Evolutionary speaking wise men are driven spread thier seed (doesn't mean I'm excusing it). We're not animals and perfectly capable of controlling our basic urges.

IRL from what I have seen, women have cheated much more, but that is mostly based on people I have worked with in schools.

Statistics show that women cheat more than men before age 30. After that age men cheat more than men.
Why? Because they can. Women cheat more while they're younger because they have the power in the dating game, so they have more options. Men cheat more after age 30 because they then have the power in the dating game, and therefore have more options.
