It's a learned behavior. They see the pattern in their mothers and then fine tune it while playing with their dolls. Boys are conditioned to be more problem/solution focused, while girls are conditioned to focus more on how things are done rather than any potential results. This is conditioning, not something innately residing in the genes of girls. That is the reason, though it is common, it isn't something that exists in all females.
Unfortunately, those who do this behavior feel they are in the right for doing what they are doing and don't consider the impact on others or the results. Without viewing cause and effect, the pattern just continues to be passed down from generation to generation. Without seeing how our choices impact others and the results we seek, we become unable to fine tune our choices to become more functional.
As an example, parents are led to believe it is their right and duty to criticize their kids, as that's what will motivate the kids to improve and grow. In reality, you'll never see a positive result from criticism. When we feel criticized, we become resistant to change and less likely to take the feelings of the person doing the criticizing into consideration.
