There's nothing stopping you to not give consent to your partner from touching you... but I don't see any reason of why they shouldn't if they genuinely love each other

You always have autonomy over your own body whether you barely met your partner or you've been married for 25 years. If you say no, or they say no, respect that. There is not time where it's not appropriate to say no, I'm not cool with you touching me right now.
