Stop being so shy and just talk. I would talk to the females first just to be safe.
Maybe pick up a few basic Russian phrases to show them you are interested in there culture. Tell them thank you in Russian. Just show you respect them and interested in there people.

Well, you can’t.🤷♀️ A Russian’s social circle is made up of school friends they’ve known for years, army buddies, and maybe one or two coworkers. Friendship is valuable and takes time to build, nobody’s becoming friends with someone they met on the street a minute ago. And the Turkish idea of friendliness based on lovebombing and showering people with compliments will just seem silly to more distant slavic people, don’t act weird like that.
Do you drink alcohol? If you do, try the bars, some stereotypes have a lot of truth to them. I don't know how things are in Turkey but in the US bars/taverns are places where people talk as well as drink so it wouldn't seem awkward for you to try and meet people there.

Dont smile a lot until you get to know them well. Random smiles are seen as rude or lying. Smiles are meant for genuine happy times with loved ones
