He doesn't talk in an audible voice. You hear an inner voice from the Holy
Spirit. The only time you hear an audible voice is if God dispatches an Angel to you with a message. But then, who knows, it could just be telepathy, although angels do talk.

God talked in a audible voice, maybe 2 times in all human history I think.

Once was when He came in a thick dark cloud and gave the 10 commandments from the mountain and when he gave Moses all the civil laws, dietary laws and ceremony laws of the old testament.

And the Holy Spirit always speaks the same message that's already written in the Bible.

I remember hearing that the Israelites were scared when God spoke to them as His voice was like Super Thunder, and they asked that He not talk to them.

I know he talks to people. Some in dreams, some in actions. He spoke to Moses directly with speech

With Moses it was with Him, God began the Revelation of His divine nature and word which is to abide forever and ever.

The full revelation of God's word is complete with the book of Revelation, there's no need for anything else.

If anyone goes around claiming "God told me" that person either crazy or full of ish.

Ezekiel 13:1-9:

And the word of the LORD came to me, saying, “Son of man, prophesy against the prophets of Israel who prophesy, and say to those who prophesy out of their own heart, ‘Hear the word of the LORD!’ ”

Thus says the Lord GOD: “Woe to the foolish prophets, who follow their own spirit and have seen nothing!

O Israel, your prophets are like foxes in the deserts.

“Because you have spoken nonsense and envisioned lies, therefore I am indeed against you,” says the Lord GOD.

“My hand will be against the prophets who envision futility and who divine lies; they shall not be in the assembly of My people, nor be written in the record of the house of Israel, nor shall they enter into the land of Israel.

Then you shall know that I am the Lord GOD.
