It’s most likely the King of Babylon. At the time the Old Testament was written, Babylonian forces were occupying Israel and had forced the jewish tribes out. With the threat of their people and religion potentially dying out, they started to write down their oral traditional stories. I wouldn’t be surprised if someone had a bone to pick with the Babylonian king in the middle of writing all that out.

The Hebrew is "ben shahar"- my guess is some long-lost pagan god. It's not Lucifer, since he didn't "conquer nations", and probably not a Babylonian king, since he wouldn't've been trying to usurp a Canaanite pantheon.
