Why is it that with all the modern advancements in technology we still struggle with human afflictions that have plagued us for thousands of years?

Because Viruses and bacteria even parasites evolve faster than technology can keep up with. We've only had vaccines a short while and only a handful of companies making them plus many countries that can't afford them. There's also the problem that too many don't seek proper medical advice leading to further spreading. A typical example is malaria in the UK, lots of people go on holiday to africa without seeking advice and catch it.
