Why would a Muslim woman who doesn't wear hijab still eyeball a non-muslim man?

Must be the temptation even if harem (forbidden in Islam religion) of what a woman wishes they could have deep down or deep down would've liked to have had. After all : I'm not saying this to be rude to religious folks however you feel for those who must sometimes feel conflicted about living in a secular or Christian country and yet they grew up, Muslim. Or grew up islamic. Even if they're secular enough to not wear hijab, yet arm covers like they're cold yet it's actually not due to cold. Lol.

Also just to be clear, there is never ever a single mention of wearing a hijab or similar garment in the Quran. The Quran never ever tells muslim women to do this.

There is a single passage saying that women, due to their overwhelming beauty, might distract men trying to work or study and should therefore try to not distract men with their beauty in these settings. That's it. That is the comment.

Now from there to cover up your beauty to cover hair and face is a bit of a leap, logical perhaps, but nothing that the Quran tells you to do. So you could absolutely believe in Islam and not wear a hijab (or other variant). Because while we associate it with the religion, it is never a requirement.

My friend is a Muslim and I have never seen her without hijab in public or even around other male close friends. I think from what I understand about their religion is that they try to follow the Islam rules yet some of them struggle with that. I asked her this question and she said that despite some Muslim girls don't wear hijab, but they are still religious and wouldn't want other men to stare at them. It kinda makes sense because in Christianity it's somehow similar in some situations.

Curious question + did you ever ask a follow up to her about "so how come they're permitted or choosing not to wear hijab, and yet still cover long sleeves? Somehow you'd wonder why folks be it friend, relatives, etc wouldn't say "how does 2 plus 2 still equal 4" in other words - trying to have it both ways. Be seemingly secular, yet still abiding by. Like you'd think someone would say or a stricter friend would say "so you wear no hijab yet you will cover sleeves for modesty" with some sarcasm. I actually asked her way too many things about her religion because she is my best friend and obviously I wanted to know about her more as an open/free mind person, I don't judge others or see what they do as wrong.

She said in Islam it's not allowed to show body in public or in front or males unless it's brothers / uncles. That's why they always cover their full hands and legs. She said even though they don't fully follow Islam, but still a part of them stopping them from revealing their body, maybe because of the culture they grow up with.. etc

As with Christianity and other religions, there are Muslims who are that in name only. They do not limit their eating to halal, do not dress modestly, do not regularly attend mosque. Locally there are several gays who claim to also be Muslim.
