Why do people say attractive teens get ugly when they grow up and ugly teens become attractive when they are an adult?

I don't think this is a very common sentiment. Certainly some people become more attractive when they get older, and some people become less attractive when they get older. But plenty of people stay attractive or stay unattractive.
If people say this, it's probably a comfort thing. A hope that they'll become better looking and that the good-looking people will become unattractive. That idea makes them feel better about themselves.

Doesn't happen all the time. I think that the hot ones that turn ugly, get fat in college from drinking or overeating. also later on have kids. The uglier ones want to improve their selves so they work out, learn to put make up, and learn how to take care of theirselves. I use to be an ugly teen but I was kind of fat. I lost weight and now take care of myself

If you are ugly its true, you may grow into yourself a little more. But ugly is ugly and beautiful is beautiful. I dont think this changes all that much considering its a makeup of your basic features.
For the most part people become better looking into their 20s as long as they take care of themselves. For teens it doesn't require much work so the difference between those who do and those who don't isn't much but as everyone ages that disparity increases much more.

It's not true for EVERYONE, but it's pretty common for that to happen. If you want proof, google celebrities and their school pictures. I'm sure there should be something. I have seen the pics on tv.

Some ugly children do get better looking when they get older. Most that are already pretty are already developed so there is no room for them to get better looks. -
People that are attractive in their teen years usually peaked earlier in life. Time is very unforgiven. "Ugly" teens tend to develop into their attractiveness as they age.
