As unfortunate as it sounds, it appears that your roommate is trying to 'control' you with her feet smell.
Because you keep constantly getting whiffs of her feet when they're far away, you're mentally 'preparing' for when she'll inevitably stick them in your face. I mean, if they stink from far away, I can only imagine how much they reek when they're under your nose.
It's obvious that she knows her feet stink too and it sounds like she might not wear socks with her shoes. Probably going out of her way to get them super smelly too, just to mess with you. She's using the threat of her foot funk to try and keep you under her foot (sorry, pun not intended) so you don't get much of a say and because she's older, she probably think she can push you around. Don't let her.
I suggest trying to find a new dorm, or talk to whoever's in charge. Try talking to her about it too, although you should tread lightly. She sounds like the type of girl who'd make you smell her toes if you said something (although truth be told, I'm kinda into the whole 'stinky feet' thing).
Worst-Case Scenario: You might just have to outstink her feet! Get your feet nice and sweaty and ripe, then prop your stinky feet up and wiggle your toes in her direction. Plant your feet on her nose and hold them there until she either gets the message or passes out, whichever comes first. (The only possible downside I see to this is if she likes the smell of feet and sees it as a kinky game, in which case, please give her my number... Also you'll probably be exchanging foot whiffs for the rest of the night. Sorry about that. :\ )
Absolute Worse-Case Scenario: Get used to it.
If she's absolutely unwilling to do anything about her reeking feet and you somehow can't move or switch dorms, it might just be a good idea to accept the smell and learn to tolerate it. As gross as it sounds, you'll be smelling a lot less of her feet if you smell them more often, by which I mean 'less instances of her forcing them on your face.' If she clearly wants you to smell them, just do it, but don't give her much of a reaction. The more exposure to a bad smell, the more of a tolerance you build, the less it bothers you. As counter-intuitive as it sounds, smelling her stinky feet might be the best way to not smell her stinky feet.
TL;DR: Roomie wants you to smell her feet if you step out of line. talk to someone about it, move, outstink her feet, or just smell 'em. Hope it gets resolved.

I am afraid your roommate have some lesbian tendencies. You can simply say her that you are neither into feet nor into women. Most probably she will give up after you say this. Otherwise, I suggest you to conduct with the officials of the dormitory.
As for stinky feet, warn her that she should clean her feet more often. If she does not, again try to conduct with the officials of the dormitory.
My bfs feet smell terrible.. his excuse is all the time "Its the steel cap boots" since it encloses the rotting wrath of the powerful stench, that has yet to be releasde... BUT! in the end... i still love him im not complaining tho... much.

Tell her jokingly, no Foot about it, that she Needs to Wish Wash Here, dear, and Maybe with this, a small Hiss, that will give her the Helpful Hint, to Take her Feet and make Sweet.
