While I'm not really sure about the "asian" bit, but I'm sure that it just plainly stands for what it originally stood (stands) for, "Victory". People in my regions do this just as a sign of happiness, joy or fun; Victory sign is kind of easy to show this emotion. Its as simple as that. If it may interest you, there are many other such signs (while the pics are being clicked) showing many other emotions too. They just display fun & joy. Good Day. Cheers :)

Actually, funny gestures in photos is not related to race. It comes from feeling mildly embarrassed about having a picture taken at all. Same thing used to produce all those dukface photos. People feel that others will think they are vain. It's mostly on the subconscious level.

  Someone asked me once why I did this... my answer was I dunno? So I found this article a little while back... I think the article probably doesn't give enough coverage of the role the military played in this after Japan surrendered... but it's not really important anyway.

Its actually done ironically. When we, as Americans, portrayed the "Orient" in film, the "Oriental" people made those hand gestures to represent peace. When, from my understanding, japanese people do it, not so much Asian (i. e. Chinese), its an ironic throwback to that moment.
