OK guys if you tell a girl 'You rock babe' what are you saying. Please break this down for me.

I would translate this as trying to give her a compliment without sounding "mushy." If a guy says something like "You rock babe", especially in a room with other friends around, it means the same thing as "You're amazing," "You're a great friend," etc, except he's trying to sound more "cool." It doesn't necessarily mean he likes you, but he does definitely like you as at least a friend and possibly more than that.

If a guy does say it, and he's not just saying it randomly, it means he thinks you are cool, and also implies a casual "thank you." Example: you hand him something and he says "thanks, you rock babe."

It doesn't mean he "likes" you, although he may also happen to like you
