Should I be alarmed that my psychiatrist kept staring at my chest?

So it was my second time visiting my doctor alone and i noticed that everytime i was about to make eye contact with him i would see his eyes wandering down there at my chest. One time he even looked back down quickly and back up but i kept ignoring it and acted like i didn't notice. I think he is around 76 and he has been my doctor since i was 15 and he would always talk to me when my mom was around. now she's gone he barely says much. I am worried because i can't trust a lot of men in the usa because of my past. One time he told me from his experience men were evil. is he trying to say he is?
by the way i have worn more revealing clothes but when my mom was around he never looked. i also noticed he looks at my body a lot especially when i am leaving the room and i turn around i see him looking at my thighs or my butt. I am getting creeped out because he seemed to be very trusting and told me relatable things.
