Should I be alarmed that my psychiatrist kept staring at my chest?

So it was my second time visiting my doctor alone and i noticed that everytime i was about to make eye contact with him i would see his eyes wandering down there at my chest. One time he even looked back down quickly and back up but i kept ignoring it and acted like i didn't notice. I think he is around 76 and he has been my doctor since i was 15 and he would always talk to me when my mom was around. now she's gone he barely says much. I am worried because i can't trust a lot of men in the usa because of my past. One time he told me from his experience men were evil. is he trying to say he is?
by the way i have worn more revealing clothes but when my mom was around he never looked. i also noticed he looks at my body a lot especially when i am leaving the room and i turn around i see him looking at my thighs or my butt. I am getting creeped out because he seemed to be very trusting and told me relatable things.

In my opinion, if a guy looks, ignore it; but if a guy acts on it or says something inappropriate, then do something or complain to an authority.

Personally, I have pretty good control over everything except my eyes. I can't help but look sometimes, but I would never act on anything or say something unless I was serious about dating someone, which would not be the case in a professional relationship like this doctor-patient one. I've also never once in my life had a girl call me out on looking, so either they don't notice, or they do and I just never got to hear the other side of the story.

I don't have much experience with psychiatrists, so I can't speak to that. But considering that psychiatrists have to work with fucked up people all day long, I suppose it makes some sense that their work could affect themselves.

My mother was telling all the juice on me dating a boy and my psych said that from his work he has seen that men are evil as a response to me being young and dating. My mother agreed since my dad abandoned me at birth.

Trust your instincts, if you feel creeped out or disrespected. Tell your parents, and address it with him. Just be really careful, and stay alert. Trust is shrinking a bit. It's rude for him to do that I know, some men just don't care. He may not actually be a creep just a man being a man, but take no chances. And try to nip it in the bud if it's bothering you.

It is nothing to worry. Female Doctors do even worse. I think he is doing his duty. The way you walk , talk , turn , the shape of your thighs and buttocks while walking and the swing and bounce of your boobs too can give him valuable inputs while preparing his report and adding final conclusions.
