I think it's similar to when a feminist said something sexist in height of the metoo movement. It gets awkward to call it out if it's not blatantly racist and malicious (like in the example you gave, it's bad but it's not extreme enough)
There's a plethora of people that ride these sort of gray lines, no matter if it is racism, sexism, homophpbia or whatever and get away with it becouse nobody acts to point it out fearing he might be wrong against what the masses think in that particular moment
Because the people talking about racism all the time don't really care about racism. They're communists they label whites as racist because white people are loyal to the classic liberal values of the west and will not go for Marxist ideas enough to get them into power. Therefore get rid of whites and calling white people racist is useful in achieving that goal.

Many blacks take good advantage while playing the role of victim another side.
Laws become strict (dont know how) when it comes to black people getting offended.
I ran into "black racism when I was in school. They should be... call them out. Anyone can make a stupid mistake, let them own up to it.
The media and the education system have agreed that black people can't be racist, therefor they get a pass and are not called out in the racist things they say.
Black people are the most racist from what I have seen, but the liberals are so busy hating White men they can't see it.
