Babies have no intrinsic emotional control, empathy or understanding of right and wrong for at least 2 years after they are born.
They start developing most emotional functions including self-control at around the age of 5, and by 9 they should have full grasp of the concepts of right and wrong as well.
Although, sometimes the full development can last until the age of 12 or so.
Most ages of criminal responsibility in the world are based on the highest assumed cut off point, which is the aforementioned age of 12.

When they have the capacity to act and understand their actions. That's the only reason why babies are innocent, because they lack the ability to both act and to act deliberately and with intent. That's why I violent animal isn't evil but a violent human is, because unlike the animal we can understand that our actions have consequences to others and have the capacity to understand that and deliberately ignore that.
People cease being innocent when they intentionally do things despite knowing they are wrong or harmful.
