Not always. Weird is more about being odd or unique to put it softly. Like some animal species are "weird" because they're sooo different from other species.

Alien conspiracy theorists, like the hardcores on average are weird, because of how different their line of thinking is. Many geniuses like Elon Musk are weird too. VERY different from the norm. But you wouldn't call him weird in a bad way. You'd more likely call him odd or eccentric because he's rich, successful, famous.

It's a joke to say, what's the difference between being eccentric and crazy? How rich you are. Because if you're rich clearly there's something to your "madness".
