The Peace Process was sound (if not flawed). However, it created a structure that made it possible to enforce a peaceful resolution to the war favorable to the US and Afghan Gov. Everything depended upon a conditional withdrawal
The Taliban had to follow specific guidelines in order for it to happen
all of it assuring that at the very least an interim government could be formed.
This would have been an acceptable outcome for the United States.

Biden quickly threw this away by making the withdrawal unconditional
By doing so, he quickened the collapse of the Afghan Government (due to its own corruption and ineptness), and also emboldened the Taliban who FEARED the United States military... but saw that the path was clear for conquest
The Afghan Government (Which deserves most of the blame) collapsed almost immediately through its own corruption
^ the list is long.. from Provincial leaders selling out cities... to Elites lining pockets.. to ANDSF soldiers losing their salaries due to elites pocketing them.. ETC
corruption was rampant... and the withdrawal of the USA (unconditionally) only destroyed that morale.. and heavily influenced the corruption to continue at a more aggressive rate

The Taliban took over not because of strength of ability
but because of that ineptness and corruption
which was only exacerbated by Biden's decisions.
Ultimately 90%+ of the blame goes to the Afghan Government (which for years couldn't figure that crap out... even leading to threats of cutting funding by the USA in years past.. like when the Ghani/Abdullah election fraud crisis)
but Biden deserves PLENTY.
