Height historically is often tied to nutrition. This is why countries that adopted habits of drinking milk and alike tend to be taller. Several hundred years of overall lower or higher access to varied nutrition can make a difference. This could also in part explain why height tends to be seen as a status symbol. At length thriving families would grow better.

As for genetics I think we'd have to look at the outliers and their frequency to get a good portrayal. If we do that then as someone else listed, tall-people sports like basketball is dominated by black people. Which would hint towards the genetical schematic perhaps allowing for taller people than compared to caucasians.

If you're speaking about populations in Africa then I must remind you that height is dependent on nutrition in the developmental phase (which is evident since the average height of humans has increased significantly alongside increases in food available in history. Also, studies of height increases since the industrial revolution can be found.) among other things, so given that many African countries have a low GDP per capita, the populations within these countries being shorter on average should not be a surprise.

Well, it's probably correlated with the mortality rate and how young people reproduce, in that case it makes sense. Even if those conditions are removed it makes sense to be short because for any given trait a large part of the population has to die, if enough time hasn't passed since that period to now..
