Is this okay or creepy? Explain?

A girl was on a website and gave her real or realish name. I found her on a social media website. She doesn't use her full picture and it's private, but because of her eye and eyebrow shape, which was in her photos she uploaded to the other website, I recognized her. It was also by chance that she appeared.

I want to message her with something creative. I know I might get blocked but I think it's worth it since it's not like not messaging her costs me anything.

She's 16 years old, maybe turning 17 this year. I think she's a top tier female. Top 10%

Is it creepy if I message her or is it okay?

I decided not to message her. Only because I know it's not going to probably get a response. But I did find her Instagram after I found some extra info her other profile. I will be messaging her when I make myself several hundred accounts to follow one of my main accounts to make myself seem very popular.
