That's a very conspicuous number. Why $700M and not $800M or $600M?

With $700M, I'd simply have staged safe investments like T-bills/bonds and savings accounts.
With that much money, low-but-safe interest is fine.
So, for instance, let's say across all your investments, your $700M earns 1%/year. Well, 1% of $700M = $7M. So, live off the interest. $7M/year is a more than adequate income for anyone normal. After all, that's almost $600k/month or about $20k/day.

If you can't live on $20k/day, you need an attitude adjustment.

I would invest $600 million into helping North Koreans escape to South Korea where they are automatically citizens and in to the USA and other countries. Using balloons or otherwise I would drop 25 million flash drives (people in North Korea can play flash drives) to offset the propaganda that life is horrible in South Korea and America, and with balloons and/or other methods, I would drop millions of rifles and hand guns with ammunition so North Koreans could have the means to fight for their freedom.
