Zombie apocalypse hits, humans win. We're on the other side of it. Only having 100,000 humans left in the country. (Doesn't seem like a win I know)

You have to restructure Society in order to build back all we've lost. How do you set up the new society? What do you keep if anything? What do you add

I think more would survive in the rural areas who are better armed. There would be millions.
Looking at a template of The Old West (1865 to maybe 1910) should give a hint. It would be agricultural (produce, Horses and cattle) benefitting from available, still usable technology. There would be no fossil fuel power or electricity at first.

I think a form of Zombie Apocalypse is approaching, with near total financial and cultural collapse. It will be caused by global elitists.

100,000 would be spread very thin. Enough of us would need to find each other to reproduce and organize. At first it would be tribal and then coalesce into feudal city-states, ruled by a chief or king.
