Not sure what this is in reference to but if you're talking about personal life I don't think that's the case at all. Having no problems is the ideal state of existence.

But since your question is in the Society & Politics category I assume you're referring to someone talking about a situation where a governing body has no problems to solve. In that case the first thing that comes to mind is either slowly regressing to a worse state than it is in the present or refusal to improve the current situation and therefore blocking further progression.

When a governing body feels that there are no problems and therefore feels that the state it is in now is the ideal state, the issues that people might experience in actuality get pushed aside as non-existent or non-important. A governing body should never feel like there are no issues as that's just complacency.
