King Leopold II killed approx 30 million Blacks in Congo during his reign. The British empire killed as many Chinese in the Opium wars. Those are the bloodiest.

As for "first" it would be Roman era wars as that was when "White" was invented. Mainly as the Romans had to differentiate themselves from their conquered citizens.
