It's a response to people saying "if the earth is round, when I go up on top of a mountain, why does the horizon look flat?
But when Bill says you see the curve, he's referring to the curve that is parallel to you/your view. And he's actually not entirely correct, at least not literally. You don't "see the curve" you just see the byproduct of the curve, that being the boat dipping below the horizon.
