The ICS came to all states after 911. Let's take Uvale shooting. First officer on scene is incident comander. So he stay outside in a non affected area so he can lead. The chief can take over first officer on scene. The ICS now can order back up, he can order state police and more for back up. He can use a runner to go to scene and report on ICS orders and receives communication to let Comander know what going on. He can ordered the runner to go to windows to see if shooter can be shot through window. If so once runner reports comander can order shooting through window.

You see that did not happen. But had it happen in 3 to five minutes the dude would have been nuturlize.
