Its not the same in every state, Though at the federal level its the same for all states, And one of the reasons i HATE CPS, or DCFS or what ever its called in any state.
In Title IV-D, The federal government matches dollar for dollar, every single dollar collected of Child support, and spousal support. In fact in some states, Texas is like this, The law states that family court must arrange divorcing families to maximize both numbers so the sate makes the most off of the situation. Most states are like this. Even if there is no law on the books, Family courts are incentivized to break up families in such a way that the sates make the most money off of said families.
In Title IV-E, The federal government gives 250k annually to the state for every single child that is taken from families and placed in states custody. This right here is why, at least in my state, most people treat CPS like criminals trespassing on your land. Their job is not to keep families together. their job is to break up as many families, take as many children as possible, so that the states make money.
Both Titles combined earn the average state between 500 million and 1.5 billion federal dollars annually. Its part of why the state fights so damn hard against things like 50/50 shared custody. Again Texas is a good example of this, they have shot it down, every single time its brought forward.
So, if you think any state government is on your side, you're absolutely wrong, and need your head examined.
