I would say Virginia, honestly, because it has enough pro-choice people in it (they tend to work in DC and commute in), and it really IS closer to the Deep South. In fact, some say Virginia is South. Or on the cusp of where Eastern Seaboard ends and South begins.

Yeah Virginia and DC would take a lot of the South but Jersey is pretty close, I have driven to NJ from NC before pretty quickly. The thing is NJ is kind of close to the Midwest also so it will see many from both regions. Obama era NY was heading in a right wing direction before Trump the Republican party could have way more power in NY if it wasn't for 2016.
