there are total 56 Islamic Countries and apart from 6-7 Gulf Countries who all sell oils and make Merry from the Money they are " Now " getting Most of other 42-45 countries are quite Undeveloped and Poor ! People are starving and Children are dying form disease...

The countries you just listed mostly have climates and geography hostile to civilization. While it is possible to get up to a certain level of development such as small villages with herds and fields the climate and terrain prevents you from being able to support too many people in too small of an area. An overly simplistic example would be the fact that it can be a struggle to secure basic necessities like food and water.

As such they will have an inherent disadvantage in modernizing. Both from already being behind and also because achieving the same level of development like in for example Germany would require technology and resources in order of magnitudes higher to transform a mostly dry climate.
