No idea. What is certian is that's not a political issue (at least not nationally - obviously I can't know about every municipality, nor does anyone need to). There is no one who sets that policy in public. And as I try to focus on politics in my political discussions, I don't waste time entertaining non-political issues in political discussions. From what I understand about child transitions it's preceded by like a decade of "are you sure?" And the rate of regret is less than 1%, which is less than the rate of regret for knee surgery.
