The best theory I have heard is the pardon offered to be given at the end of what Trump thinks is the end of his term. I however think he will be removed from office long before that, leaving miss "paid to shut up" hanging. She had no choice but to accept silence or she would be offed too. I used to work in a prison. It sounds like the normal way that people are readmitted to a prison. I don't see a problem with it.
