During a presidency, they are commander-in-chief and can use executive privilege to make decisions. You can easily fire an employee from their job. You can't easily fire a president. They don't have that power after presidency. What he's saying is that if someone popular for being the ex president can have their home raided without prior notice, that's a sign the FBI can do that to any other citizen.
