Should we really factor in race for emergency help?

So as we heard from the white house, Biden's handlers will consider the skin color of people when providing emergency help to the horrific disaster recovery

Is this really a good idea? Of course white people like me have all that white privilege, and I guess you could say that while I have the entire world in the palm of my hand thanks to my white skin and blonde hair I could probably be in need if my house was swept away by a hurricane
