Batman. He's more intelligent, has more money, and is more skilled. In a hand-to-hand fight, Batman wins. In a long-range fight, Batman is every bit as good as Green Arrow. He regularly throws batarangs into the barrel of dude's guns.

Without plot armor Batman would constantly get his ass kicked, you mean to tell me that a human with gadgets can beat the shit out of somebody like dark side. DC makes their characters insanely overpowered
