I think that their ad agency was trying to follow a trend and add a Balenciaga astetic to it. The ad was a relatively small one so it probably was up to the agency to approve the final product.

Whoever approved it on Balenciagas end probably had a lot going on and didn't really look at the pictures with how they would be precieved in mind.

I think the big question is asking why they thought it was okay to do this publicly. I mean, they must have thought it would be approved by the population (or at least the mainstream media and social media), or else they wouldn't do it. Now, obviously, their perception was off (to a degree). But why did they think it would be approved? Because the sexualization of children has been normalized in our society, and they are viewing the world from the frame of Hollywood, where children are even more sexualized than in American society in general. From their little bubble, it was totally normal to do. And that is concerning. Give it 5-10 more years, and it will be acceptable to the general population as well.
