I don't know why this is so confusing; this question pops up here every other day or so, and I can't help but wonder why so many people struggle with basic subtraction. "Millennial" refers to "those who graduated [high school] in 2000, and those born in 2000, and everyone in between". So that's September of 1981-December of 2000. You qualify.

Millennials are basically 20-40 which includes your age range.

Officially yes. Everyone born between 1980 and 1999 counts as a millennial. Sometimes it gets reduced to be arround 1990 and 1996 to only count those that were children during the last years of the 1990s.
