you seem to be misinterpreting the movie. joker isn't the hero nor does he claim to be the good guy. he is the actual victim of a virtue signaling society that doesn't care about him and he actually makes great points in that scene regardless of his actions.

Everyone is more out for themselves. We do show each other politeness and help out when it doesn’t hurt us. But I rarely trust anyone. It’s exhausting and depressing, but I’m only surprised by the good things people do. Better than the reverse.
