As for listening to their official statement right now, I am not really inclined to believe them. No offense, but this incident has entered the information war stage and public statements like this is about controlling the information and using it against the Chinese. As an example, lets say we are comparing rape. USA used to base their definition of rape on "forced penetration", meaning if a guy was raped by a woman and she did not forcefully penetrating him with her fingers of whatever, then that was not classified as rape.
Meanwhile in Sweden, they changed the definition of rape several times as a means to increase the legal punishment, AKA prison time, of previous sexual harassment without having to rewrite the laws which is politically much more difficult. As such, each instance of a rape is recorded separately meaning if a husband raped his wife for a year that would not count as one instance of a rape but as multiple and inflate the statistics for rape in exchange for giving him a much longer prison sentence.
Same thing with gun crime. What classifies as a gun crime in one country does not in another and that is if its even recorded in the first place. If for example every country used American laws then there would barely be any gun crimes in the entire world.. but we dont.. so the numbers are incomparable. Its like comparing apples to oranges.
