I think a little of both. Racism can be developed from brainwashing, but it can also develop from personal experiences. There's a saying that, "all stereotypes are based in partial truths". I won't deny that White people historically have been very racist and looked down on minority groups, especially blacks and indigenous people. But at the same time, this racist ideology and sense of superiority stemmed from the fact that White people WERE far more advanced than blacks and indigenous people. This is just pure fact that you can't deny. While Whites were building grand cities and buildings, sailing the world and making innovations in technology, medicine and science, Africans were living in mud huts and running around with spears barefoot in the jungle. And the Indigenous Indians of the Americas were sacrificing babies and virgins to some false gods. So White culture was far more civilized, advanced and superior. This is just a fact! So I am not at all surprised that the Whites view blacks and Indigenous people as uncivilized and uneducated savages, because they WERE. NOW, does that mean they deserved to be killed and enslaved, not necessarily. But you have to be extremely naiive to believe that all races and cultures are equal. You can give someone equal treatment, but that doesn't mean they are equal to you.

If you're gonna behave like an uneducated, uncivilized savage, you're gonna be treated as one. It's not necessarily a bad thing that they tried to do away with some of their barbaric practices.

No one is born a racist. People learn to be racist. Either because of the environment they live in, their family, the way they were raised or because of bad experiences with a said "race".

I don't believe that someone (regardless of their "race") can be naturally racist.

People are definitely taught to be racist. Not always on purpose, but there are societies where other races just aren't that common.
