Your birth certificate is issued by and maintained by your State goverment as part of their records. Proving you were born there, it is not transferable, nor redeemable for anything.
Thus failing the qualifications of a bank-note.

Citizens can be viewed as a commodity by economist only in that nothing happens without human labor and ingenuity and as such businesses like the economy they make up are entirely depended upon the people they can draw from to do said work.

You Americans never cease to amaze.
You have a federal government that built a first world country on an immense land, it's not without flaws but it beats the alternative which is a pour country ruled and ripped apart by warlords and cartels and separatist groups. So what the government tracks the subjects of it's empire? It's a small price to pay for having a roof, electricity, internet, a car with access to roads, education, medicine, peacekeeping. All of those things you take for granted are things some places desperately ask for.

This is tied to the falsehood that when the United States went off the gold standard in 1933, the federal government allegedly went bankrupt.
