I think Pete is a pathetic shell of a man who brings nothing of value to the table, so he talks like an overpaid business consultant and plays the usual victimhood cards like a fiddle.

A far better argument could be made to authorize making dummies of different heights, weights, and body shapes in order to ensure safety standards can be met within a wider variety of customers. That's literally all he would need to say to make a sensible statement, but it's really about pushing the message.

If he wants to be president someday, he should probably get himself some better real world experience since his appointed roles, mayorship, and naval intelligence officer sham artist stints haven't don't anything for him, apparently.
