it's for the same reasons why frogs and spiders scare us but kittens and puppy dogs don't. it's hardwired into our brains with be afraid of such things but because men are suppose to be brave, we tend to be less scared of "creepy" things.

Sometimes, if a woman is attracted to the guy that gives her compliments on the way she looks she won’t mind but if a guy she doesn’t find attractive does it then she’s offended (unwelcome sexual advances they say?) I think it’s true for some women but not all of us. Any guy that has complimented me at work has gotten a simple thank you from me. The only time I had a problem was when one of my coworkers slid his hands around my waist and pulled me into him from behind while no one was around. I asked him not to do that as it’s inappropriate and he stopped… no need to report

No I think this is whats made up in media not in real life. I've seen women be harrased by men they would consider attractive if it wasent for what he did. But the image above is just a compliment. I wouldn't think anything off it.
Harrasment is like threatening to rape someone or walking straight up behind her and grab her butt.
If a worker said that to me (in your pic) i would have just answered with "thanks bro" if I wasent intressted. And then move on
Absolutely not. I work with a guy who actually looks like the guy in the second photo, and he has so much. Charisma and so much confidence & self assuredness that we have all, at one point, had a bit of a thing for him.
