In high school, I saw my old math teacher at the public library and I looked over quickly and it looked like he was taking a picture. Is this illegal?

So I was sitting at a computer, summer of 2012, at the public library in our town taking a Final for a summer course I had completed. I saw him there but didn’t think he saw me, until in the middle of my test I look over and see his phone angled in such a way that he was undeniably taking a picture or video. I have a feeling it was to mock me and send a picture to another teacher (since I was considered a dumb student among the teachers). I had a learning disability in math which was undiagnosed at the time. Anyway is this illegal? I was a minor at the time.

No, it’s fucked up as all shit. But it is perfectly legal to take pictures of people when in a public space.
