How do you determine smarts?

I don't think smarts is a scalar quantity. There are a wide variety of smarts - from language ability to memory, to 3d visualization to understanding complexity to creativity, to mathematics to... etc etc.

So no good measure, instead just see if someone's abilities line up with what they are trying to do
