Jury duty is the best damn safeguard we HAVE, legally speaking, of governmental restraint- and no, I DON'T mean "before the bullets start flying", unless you've got tanks and nuclear weapons hidden in a bunker somewhere. Calling that "forced labor" is an insult. Likewise, voting isn't mob rule; we have a Constitution for a REASON.

Pretty much, Government just leave the people alone. The role of government is to make sure people don’t kill each other (inside and outside the womb). Protect the boarders. And get out of the way of people who just want to live their lives.
